Guide for use:

The amount should include interim payments to claimants for claims while they are still open as well as final payments to claimants when a claim is closed. Except when recoveries from third parties are involved, the amount recorded for this item should be at least as much as that recorded for the same claim in a previous year, including when a claim changes its status from closed to reopened.

Claimant legal costs, where reimbursed, are included.

The amount should be recorded as $0 when there has been no expenditure on claimant payments.
