The reason why a person has not accepted an offer of accommodation from an agency, as represented by a code.

Guide for use:

If the offer of accommodation was not taken up, or was refused, the option that best describes the reason why should be chosen. If a group of people provide differing responses, the main or most common response amongst the group should be ascertained and the appropriate option should then be chosen.

This metadata item should not be collected for clients who took up the offer of accommodation.
