Definition
Expenditures by specialised mental health services that cannot be directly related to programs operated by a particular organisation or service unit (that is, can only be indirectly related to a particular organisation or service unit). It refers to the cost of administration and other support services provided at the region-level. Such services include regional administration, information systems, personnel, finance and accounting functions. These services are usually provided from a central pool of resources managed at a regional level.

These services are generally provided from a central pool of resources managed at the corporate level for all programs/business units of the organisation.
These costs generally represent only part of the organisation administrative and infrastructure overheads which may or may not be charged out against the mental health program.
